It depends on wether you have a GMT 1 or a GMT II. On the GMT 1, the 24h hand cannot be set separately from the hour hand, so it should indicate the same time or a 12h difference (AM or PM). If you have a GMT 1 and a 5 hours difference between the two hands, than something is wrong…
If your watch is a GMT 2, the hour hand and the 24h hand can be set separately. I don't know the exact procedure (I don't have a GMT II), but I assume that you should pull the crown to the first position (date setting), it should set the GMT hand in one direction and the date in the other direction (again, I don't know exactly, but it is usually the way things go on a GMT watch).
